Construction continues on Spurwink Avenue, water main replacements scheduled for summer

Public Works Director Robert Malley has issued an update of construction of activity that is, and will be, occurring in Cape Elizabeth in the coming weeks:

Spurwink Avenue Reconstruction Project

The project continues to go well and on remain on schedule. The roadside swales have been redefined and new drainage infrastructure has been added. The surface has been reclaimed, which is a virtual "roto-tilling" of the pavement and a portion of the gravel base to create a stronger foundation for the new pavement. This week the road is being fine-graded to meet the new design elevations, and accommodate a 3-foot wide paved shoulder on both sides of the road.

This coming Tuesday, June 17, 2008, weather permitting, the surface will be reclaimed again, which will be part of the "foamed asphalt" treatment. During the reclaim procedure, liquid asphalt, water and dry cement is mixed together with the existing surface to form a 4-inch thick base. This will involve a 2,500-foot lane closure and delays as motorists are channled through a one-way system. Motorists should seek an alternative route, such as Route 77 or Fowler Road, next week.

Once the foaming procedure is complete, which should take three days, the base will be covered with two layers of pavement. The base pavement is scheduled to be placed later this month, so the road will be much more user friendly for the weekend of July 4.

The project should be wrapped up by the end of July. The Town is then going to repave Spurwink Avenue from Deer Run Road to the Purpoodock Club the week after Labor Day.

Water Main Replacements

The Portland Water District has contracted with the construction firm of Maietta Construction to replace the water mains on Wheeler Road, Cragmoor South and Summit Road. Work on Wheeler Road is scheduled for the latter part of June. Cragmoor South is scheduled for the first week in July and Summit Road is scheduled for the second week of July. The district will make the necessary notifications regarding any shutdowns to customers impacted by the water main replacements. Questions regarding any phase of this work should be directed to Frank Meader, Utility Coordinator for the Portland Water District at 774-5961 Ext. 3069.
