Public hearing set on simplified rules for Town tree removal

The Town Council will hold a public hearing on Sept. 13, 2010 on proposed revisions to the conservation ordinance that will make it easier for residents wishing to remove trees on town property.

The amendments were accepted by councilors at their July meeting, but a public hearing must also be held, as required by the town charter.

The proposed updates eliminate the need for residents to obtain a permit to remove a downed-tree from Town property, and make it easier to get permission to remove a standing tree.

At their meeting in July, Town Councilor David Sherman, chairman of the ordinance subcommittee, said "the idea was to encourage maintenance of the greenbelt trail system."

A simplified process for obtaining a tree-removal permit is proposed, Sherman said, eliminating the application requirement in favor of an oral request for a permit from the Public Works Department. Similarly, a resident wishing to remove a downed tree from a greenbelt trail may do so without a permit, under the proposed regulations.

Rooster regulations referred to Planning Board

In other ordinance matters, a referral made in July to the council's ordinance committee on rooster regulations was also referred to the Planning Board by the council at their meeting Aug. 9, 2010. Because commercial roosters are already regulated by the Zoning Ordinance, officials felt the requested regulations on roosters in residential areas should also come under the ordinance, which requires Planning Board review.

After receiving a recommendation from the board, the council will again refer the matter to the ordinance subcommittee.

In July, councilors asked the ordinance committee to look at regulating roosters in residential areas at the request of a resident who believed the noise roosters make to be disruptive in residential areas.
