School Board approves budget adjustments to meet 2008-09 curtailment

The School Board has approved a list of adjustments to the 2008-09 budget to address a $421,572 revenue shortfall resulting from the state's curtailment of general purpose aid.

The list, approved by the board Feb. 10, 2009, includes a transfer of $200,000 from the town's undesignated fund balance to the school's undesignated fund balance, and use of all of the School Department's $70,000 contingency fund.

Last November, pending approval of the state's supplemental budget, the state Department of Education determined Cape Elizabeth share of the statewide funding curtailment would be $421,572. "Now we are certain that is going to be the bottom line," Superintendent Alan Hawkins said as he presented the list to the board. "This is where we will be making the adjustments in order to insure that we have met our curtailment of $421,572.00," he said.

Approval of the budget adjustments also means an end to a spending freeze instituted by Hawkins last October, when the state curtailment was announced.

This list also includes an $80,000 reduction in the budget for facilities, capital improvement projects and contracted services. Hawkins added that the School Department has applied for $128,000 from the town's 2007 capital improvements bond issue to help fund Middle School roof repair and major capital projects remaining at the High School.

The remainder of approved cuts come from budget lines for substitutes, staff development, supplies, books and equipment.
Hawkins added that the $70,000 use of contingency leaves no money in the school's contingency account. That means, he said, if an unexpected catastrophe happens, funds will need to be realigned again.
